About Us

DTA is a specialist firm of consultants providing highway, traffic and transportation advice to both the public and private sectors.The consultancy specialises in solving transport related problems throughout a broad range of projects, including port development, new transport infrastructure, urban redevelopment, freight interchanges, new settlements, airports, industrial, commercial, residential, retail, health, leisure and education related developments.  Our particular expertise lies in evolving transportation strategies, identifying solutions and negotiating agreements.
 
 
David A Tucker, Principal MSc, BSc, CEng, MICE, MIHT

David has extensive experience in the planning, design and construction of a wide variety of transport projects in both the public and private sector and specialises in highways, traffic and transportation planning and design, including traffic and environmental impact studies.

His experience includes project appraisal, master planning, scheme development, statutory procedures and training, preparation of planning, highways and transport agreements, presentation of expert evidence and scheme implementation.

David has been involved in many projects including port development, new transport infrastructure, urban redevelopment, rail freight facilities, new settlements, industrial, commercial, residential, retail, health, leisure and education related developments.

David has an MSc in Highways and Transportation and a BSc with Honours in Civil Engineering both from the University of Birmingham. He is a Chartered Engineer and is a Member of both the Institution of Civil Engineers and the Institution of Highways and Transportation. David has been a principal partner of a specialist transportation consultancy for over 20 years.


Simon J Tucker, Director BSc, MIHT

Simon has experience in the planning, design and construction of a wide variety of transport projects in both the public and private sector, specialising in highways, traffic and transportation planning and design, including traffic and environmental impact studies.

His experience includes project appraisal, master planning, scheme development, statutory procedures and training. Preparation of planning, highways and transport agreements, presentation of expert evidence and scheme implementation.

Simon is a Graduate with a BSc (Hons) degree in Civil Engineering from the University of Manchester, whose particular interests are in Transport Planning and Highway Engineering.


Simon K Parfitt, Director MSc, BA, MCIT, MILT, MIHT

Simon has extensive experience in the planning and design of transport infrastructure to mitigate the impacts of development schemes. His experience includes traffic engineering, transport planning, preparation of Transportation Impact Assessment Reports, transportation input to Environmental Statements and the presentation of evidence at planning appeals and local plan inquiries. Projects include a number of major residential schemes, office/commercial developments and several retail, health and leisure projects.

He is a Chartered Transport Planner with a degree in Geography from Birmingham University and a Master’s Degree in Transport Studies from Cranfield Institute of Technology.


Angela V Smith, Senior Consultant BSc, MRes, Associate MIHT

Angela has experience in the preparation of Transport Assessments for a range of projects; Preparation of workplace and school Travel Plans; Transport research including detailed Census analysis and survey design and interpretation and sustainable transport assessment and review.

She is a Graduate with a Master of Research in the Built Environment from the University of Leeds and BSc (Hons) degree in Environmental Science from Coventry University.


Richard J G McCulloch, Senior Consultant BEng, Graduate MICE

Richard has undertaken a wide range of transport appraisals including minerals and waste related projects and major housing developments. His projects include landfill sites, material recovery facilities, open-cast mines, quarries and major new settlements. Richard has acted as an expert witness on traffic and highway issues at several recent appeals providing advice on accessing and HGV routeing, and the preparation of transport assessments/statements to support planning applications.

He is a Graduate with a BSc (Hons) degree in Civil Engineering from the University of Bristol.


Bradleigh Phelps, Senior Technician
Bradleigh is an experienced Autocad technician and has been involved in the development of a wide range of highway design schemes, alongside the undertaking of capacity assessments, designing highway signage schemes and providing detailed plans to accompany DTA reports.

Amanda Hollands, Secretary to David Tucker, Simon Tucker and Simon Parfitt
Amanda co-ordinates the director's activities whilst ensuring the smooth operation of DTA's office.
